Are Hi Vis Colours Regulated in Australia?

A fluorescent yellow polo may look like hi vis workwear, but appearance alone does not make it compliant. So, are hi vis colours regulated? In Australia, colour is regulated through safety garment standards where high-visibility clothing is required, but the right garment depends on the job, the light conditions and your workplace risk assessment.

For employers, the practical point is simple: do not choose hi vis clothing by colour alone. A compliant garment needs the correct fluorescent background material, reflective tape where relevant, approved design and clear labelling for its intended use.

Are hi vis colours regulated under Australian standards?

There is no general rule that makes every fluorescent garment mandatory or prohibits other colours in every workplace. Instead, Australian work health and safety obligations require businesses to manage risks. Where workers need to be seen by drivers, plant operators or other people, high-visibility clothing can be an appropriate control measure.

The key technical benchmark is AS/NZS 4602.1, High visibility safety garments for professional use. This standard sets performance and design requirements for garments intended to make a wearer more conspicuous. It works alongside AS 1906.4, which covers retroreflective materials used on safety garments.

That distinction matters. Fluorescent fabric helps a person stand out in daylight, particularly in low natural light. Retroreflective tape returns light from vehicle headlights towards the source, making the wearer visible at night. A bright orange T-shirt without compliant reflective tape may be suitable for a daytime task, but it is not automatically suitable for roadside, traffic or night work.

The standard recognises fluorescent yellow, fluorescent orange-red and fluorescent red as high-visibility background colours when the material meets the required colour and luminance performance criteria. Not every garment sold in a similar shade meets those criteria. Fading, poor-quality dye, insufficient background area and unsuitable garment design can all affect compliance.

What the garment classes mean

AS/NZS 4602.1 classifies professional hi vis garments by the conditions in which they are designed to be worn. The product label should identify the applicable class.

Class D - daytime use

Class D garments are designed for daytime visibility. They use compliant fluorescent background material but do not rely on retroreflective tape for night visibility. They can suit outdoor work during daylight hours where vehicles, mobile plant or moving equipment create a visibility risk.

A Class D polo or shirt is not a substitute for day/night workwear if a shift can run into darkness. This is a common purchasing issue for teams that start before sunrise, work through winter afternoons or attend emergency call-outs.

Class N - night-time use

Class N garments use retroreflective material and are intended for night work. The garment may not provide the same daytime fluorescent visibility as a Class D or Class D/N item. It is purpose-built for situations where artificial light, such as vehicle headlights, is the main source of illumination.

Class D/N - day and night use

Class D/N garments combine compliant fluorescent background material with retroreflective tape. For many trades, civil, logistics, utilities and site-based teams, this is the most flexible option because it covers changing light conditions across a working day.

Flexibility does not mean it is always the only answer. A site-specific rule, principal contractor requirement or client contract may call for a particular garment type, tape configuration or colour. These requirements can be stricter than the minimum standard.

When is compliant hi vis workwear required?

Whether hi vis is compulsory depends on the work being performed and the rules that apply to the workplace. A warehouse picker separated from forklifts by physical barriers may have a different requirement from a worker directing vehicles in a loading yard. Likewise, a landscaping crew on private grounds faces different risks from a road maintenance crew working beside live traffic.

High-visibility clothing is commonly required where workers are exposed to moving vehicles, heavy machinery, forklifts, rail operations, aircraft, traffic or low-light conditions. Construction sites, infrastructure projects, industrial facilities and government contracts also often set hi vis requirements in site induction material or procurement specifications.

Hi vis clothing should not be treated as the first or only control. Good traffic management, exclusion zones, lighting, barriers and clear site procedures do more to reduce the underlying risk. Workwear supports those controls by helping others see the worker sooner.

For employers, the best approach is to document the risk assessment and match the garment class to the actual exposure. Consider when shifts begin and end, whether staff work near public roads, the speed and type of vehicles onsite, weather conditions, and whether workers are likely to be partially obscured by equipment or stock.

Colour choice is more than a branding decision

Yellow is widely used because it is highly noticeable in many outdoor environments. Orange-red is also common, particularly in civil and road-related work. However, the most suitable colour can depend on the visual background of the worksite.

For example, yellow can blend into dry grass, sand or some construction signage, while orange-red may be less distinct around orange machinery, cones and clay soils. This does not mean one colour is universally better. It means the employer should assess the work environment rather than select a colour solely because it matches an existing uniform program.

Branding needs similar care. A logo can be printed or embroidered on hi vis apparel, but it must not cover reflective tape, reduce the required visible background area or compromise the garment’s compliance. Large dark prints on the chest, back or sleeves can change the effective high-visibility area, particularly on smaller garment sizes.

What to check before ordering for a team

A good hi vis garment should be assessed as part of the whole uniform program, not as an isolated purchase. Start with the workplace requirement: is the team working only in daylight, only at night or across both? Then check whether a site, client or contract nominates a standard, class, colour or tape layout.

Read the product label and specification carefully. Look for the relevant AS/NZS 4602.1 classification, not just wording such as “hi vis style” or “fluoro”. If night visibility matters, ensure the garment is labelled Class N or Class D/N and that the reflective tape meets the relevant material requirements.

Fit and garment selection also affect safety. A vest over a bulky jacket may sit poorly and hide tape. A hoodie can be practical in cold weather but may not meet the same performance requirements as a compliant jacket. Wet-weather outerwear, polos, shirts and vests should be selected for the conditions in which they will actually be worn.

For larger teams, it is worth standardising approved garments by role. A daytime yard crew may need Class D shirts, while delivery staff who work early and late may need Class D/N polos and jackets. This improves ordering accuracy, avoids unsuitable substitutions and gives new starters a clear uniform issue process.

Care, replacement and ongoing compliance

A compliant garment can lose performance over time. Fluorescent fabric fades through washing and sun exposure, while reflective tape can crack, peel, become dirty or lose its effectiveness. Grease, dust and paint can reduce visibility well before the garment looks worn out.

Follow the care instructions on the label, particularly for industrial laundering, bleach, heat and ironing. Do not assume a garment remains compliant indefinitely simply because it still fits. Replace workwear when the fluorescent material is noticeably faded, the tape is damaged or contaminated, or the garment no longer provides a clear visual contrast against the work environment.

Keep spare compliant garments available for staff whose workwear becomes damaged during a shift. It is a small operational step that can prevent a worker from continuing in unsuitable clothing while waiting for a replacement.

The right hi vis colour is the one supported by the right garment class, site requirements and job risk assessment. When staff need to be seen, choosing compliant, well-fitted workwear and maintaining it properly is a practical investment in safer daily operations.
